crowd-sourcing...'missing the point' - N,o I think you have a point, the key one being: "it looks like consultation on the internet." Is this not perhaps also akin to saying "tell us what the development process and outcomes should look like" where it would be better saying "here is the 'code' format, but you go away and build the networks and applications?"
